Private Office · Dubai · Saudi Arabia
EvandroOliveira
For eighteen years Evandro Oliveira has been based in Dubai, working inside Private Offices, where decisions are taken quietly and mistakes are expensive. He has brought many projects to the Emirates, keeps close ties with Saudi Arabia and today, as Chief Operating Officer of a Private Office in Dubai, his work opens onto new horizons — the Gulf, Brazil, Europe and Africa.
From Campinas
He was born in Campinas, in the interior of São Paulo state, and built his career on a practical skill: bringing two sides to the same table and keeping them there.
Between 2006 and 2008 he was a director of the Brazil–Africa Chamber of Industry and Commerce, working on the commercial relationship between Brazil and African markets.
In 2008 he settled in Dubai and began working with Private Offices as an independent adviser, moving in-house in 2011. Over eighteen years in the Emirates he has brought many projects there and kept close ties with Saudi Arabia. Today, with that experience behind him, his work is opening onto new horizons. Eighteen years on, he has never left that world.

Inside a Private Office
A Private Office receives far more proposals than it could ever accept. As Chief Operating Officer, Evandro leads the team that decides which ones deserve attention. That means reading the market behind a project, testing its numbers and its people, and following the approved few through to execution.
He also keeps commercial relationships with Private Offices in Dubai and Abu Dhabi, so he often sees the same opportunity from more than one side of the table.
Transparency, ethics and honesty are priceless.
The corridor
Much of his work concerns trade between the Arab world and Brazil: food and agribusiness, fertilisers, oil and gas, aerospace, cosmetics, furniture and leather. He helped a UAE oil and gas brand establish itself and its branches in Brazil.
At Expo 2020 Dubai he acted as a facilitator for Brazil's business presence. Some 1,030 Brazilian companies took part through the national pavilion, which reported US$648 million in deals closed during the event.
He speaks at conferences on bilateral and cross-border trade in Dubai and São Paulo, among them the fourth Economic Forum Brazil & Arab Countries, held by the Arab Brazilian Chamber of Commerce in its seventieth year, and the Global Vertical Farming conference in Dubai in 2022.
“Both the UAE and Brazil can tap business opportunities in the food, cosmetics, furniture, aerospace, leather, oil and gas sectors.”

Europe, and the rest of the map
In Europe his presence is strongest in Monaco, Italy, Germany and Spain. Over the years he has negotiated, signed and supported work in the United Arab Emirates, Saudi Arabia, Oman, Bahrain, Sudan, the United States and Brazil.
He works in Portuguese, English and Spanish, and gets by in German.

Method
Projects reach approval only after a structured assessment of their potential and their risk. He prefers long relationships to quick transactions, is at home in deadline-driven environments, and holds to a short code of conduct.
He also gives time to young professionals who want to build international careers.

Pavilion figures as reported publicly after the event.
